TNI: A Driving Force in Papua’s Development and Security

PAPUA - Amid the breathtaking yet challenging landscapes of Papua, the Indonesian National Army (TNI) stands as more than just a guardian of security. Under the mandate of Presidential Instruction (Inpres) Number 9 of 2020, TNI plays a crucial role in accelerating development, bridging communication between the government and local communities, and ensuring peace in the region.

The directive empowers TNI to carry out three essential missions:

  1. Maintaining security and stability, ensuring Papua remains conducive to progress.

  2. Supporting local governments in providing essential public services.

  3. Building strong, inclusive social communication with the community.

These efforts are carried out through strategic task force deployments across Papua, ensuring proactive contributions toward regional stability and development.

Facing Security Challenges: A Commitment to Peace

While development efforts continue, security threats persist. One of the major obstacles is the Armed Separatist Group (KSB), formerly known as the Free Papua Movement (OPM), which remains a significant threat to peace and progress.

The brutal murder of Glen Malcolm Conning, a New Zealand helicopter pilot working for PT Intan Angkasa Air Service, on August 5, 2024, is a stark reminder of these dangers. Such violent acts not only disrupt regional stability but also threaten foreign nationals contributing to Papua’s development.

However, the TNI’s swift response in evacuating the bodies of the victims, including health workers, teachers, and young children, the very next day on August 6, 2024, showcased its unwavering commitment to humanitarian efforts. This action was not carried out due to any official request, but purely as a gesture of humanity and duty.

Another outstanding achievement came on September 21, 2024, when TNI successfully rescued Susi Air Pilot Captain Phillip Mark Mehrtens from KSB captivity. This operation highlighted the TNI’s extraordinary capability, determination, and dedication to protecting lives—both Indonesian and foreign.

A Holistic Approach: Security and Community Engagement

TNI’s role in Papua goes beyond military operations. Major General Lucky Avianto, Commander of Koops Habema, emphasized the importance of a balanced approach:

"Security is the foundation for Papua’s development. The TNI and National Police (Polri) work tirelessly to maintain stability, not just through military actions, but also by engaging in social and humanitarian efforts. By strengthening ties with the community, we aim to create lasting security and accelerate development across Papua."

Through education, healthcare, and economic initiatives, TNI fosters trust and cooperation, proving that development and security must go hand in hand.

With these tireless efforts, the TNI continues to stand as a pillar of hope, resilience, and progress for Papua, ensuring that peace and prosperity remain within reach.
